I use a Samson C01U - USB Studio Condenser Microphone (http://www.samsontech.com/products/productpage.cfm?prodID=1810&brandID=2). The problem doesn't come through loud enough. When I adjust the volume up through the Windows control panel the quality deteriorates quickly. Is there some kind of external device that I can run the microphone through to increase the volume level but keep the audio quality?

If you've checked all the volume levels in your computer, you may have a bad mic. The thing about a mic with a digital output is that increasing the gain is basically a matter of math. Whether that math is performed in the computer or in an external device is largely irrelevant.
The long and short is, I'd return it for a new one. If you can exchange it and you really feel the need to use a USB condenser mic, I'd look at the BLUE stuff. Personally, I find most cheap condensers to be kind of spitty sounding. In your price range, you may do better with a dynamic, but it wouldn't be USB-out.
