I would suggest Items 1,2,3,5,6,8 as good starting points. In addition, unique and useful and well-written content with your important keyword/key phrases included, in your home page and you home page title are absolute essentials.

First of all there is on and offpage SEO. Offpage SEO affects your rankings much more than onpage. Offpage SEO means building backlinks to your site.

All the ways to build backlinks I can think of right now:
- RSS directories
- directories
- article submission
- guest posting
- blog comments

- relevant links from sites in your niche (one way backlinks)
- link exchange
