Ok, thanks for the info - that's very helpful. I called someone who lives in another state and had him try it and it worked - at least, the site told him it had sent him a confirmation email. So the IP thing is probably it. And that makes sense.
I understand about the rating systems and abuse. At some level, it becomes impossible to differentiate between abuse and high fan interest. But it certainly is valuable to have a ratings system to help differentiate content, if an effective one can be devised.
