Our podcast is about 5 months old and we usually have between 15,000 to 30,000 downloads per month. My question for the group is, is that good? and also, how does a podcast go about getting rated on the top podcast websites.
Our listener base is mainly people who don't listen to other podcasts and because of that we don't have a lot of other podcasters who know about us.

I would say you have a good solid start with numbers like that.
Each podcast directory has a different model for getting rated high on their site. Here at PCA it is through votes. iTunes I have heard 2 different things. One is a combination of subscribers and reviews. Another is that it is just based on the number of subscribers you have in a given period of time. Reviews certainly don't hurt.
My best source of listeners seems to come from when I post at active forums. Even if the forum is not what my listener base is, if there are enough people clicking through your links in your signature, you are bound to catch a few that will stick with you.
Try to network with other podcasters. My biggest hit was when I recorded a One Minute How To (http://www.oneminutehowto.com) with George. My numbers shot up considerably and have not really backed off yet. That was aired 2 weeks ago.
And with numbers like you have, you are welcome to mention on your show that I am a nice person and your listeners should listen to my show. That is bound to net me a few hundred new listeners. :)
I have not heard your show, but I do have a recommendation for your website. The text is hard to read. You may want to look into a bit more contrast between text and background color.

I'd say that number is pretty good, especially considering that you don't promote among the usual podcast venues, and have an audience that doesn't typically seek out other podcasts (though I'm not sure how you can know that for certain). Our numbers are in the same neighborhood as yours. Sometimes higher. Sometimes lower.
Hard to know where that ranks you, but I'd say it puts you in the middle of the pack, considering there are shows that have far higher numbers of downloads, and many more that have much, much fewer.
As for getting ranked higher in iTunes, dpeach is right on both methods, though he doesn't realize it. The Apple Podcaster's team has a list of things at the Apple Forum that can get you featured: Growing number of subscriptions, Reviews, traffic, and last but not least, attractive artwork. If you don't have artwork, or you have the wrong format of art, or it violates someone's copyrights (or if it's just plain ugly), the iTunes team says very clearly that you will not be featured.

thanks for the advice, I will take all of that into consideration. We were pleasently surprised at the number of downloads we have gotten so far, be we really want to go further. Thanks for the advice.
