is there a web app that could be plugged into a site so users could *very easily* upload a simple audio file, add IDE tags and it would add the info to an xml file to distribute as a podcast?

Yes, it's called Libsyn :)
I'm pretty sure most of the pay hosts and also the free hosts that add advertisements to your show do this.
If you can live without the id3 tags, Wordpress by default gives you an xml file that you can use, and I think Podpress gives you a better one.

Unless I've misread the question, I think he's asking for something that let's someone other than the primary podcaster post an mp3 file... kind of like how you can be allowed to post entries on someone else's blog. You're saying Libsyn let's you do this?

You can use a CMS like phpWebsite, Drupal, Xoops or Jamroom, among others. These you can't just plug-in to an existing site but they are great tools for building an entire site, including the features you desire. If you have the time and patience.

Actually, it would probably be like blogs similar to Huffington Post, where certain people are invited to submit entries, so not quite random. That's how I interpreted the question, which may or may not be what this person was looking for.
