Contrary to popular opinion, recent legislation didn't make it illegal to pay poker online. All it did was prohibit banks and credit cards from dealing with gambling sites. (It is a banking law, not a gambling law.) But most banks and CCs had already decided, on their own, that they wouldn't deal with such sites. Simple, safe alternatives sprang up to fill the void.
