Is it ok to play segments of music? Like 20 second clip of a song as an intro or an outro, or do you have to have a license for that as well?

You can play as much podsafe music, and as much of it, as you want. That's what 'Podsafe' means. It's safe to play in a podcast.

Not podsafe music, but like music you'd hear on a radio, etc.

Ah. In that case, no. You'll likely never get "caught" but it's not legal.

You can play as much as you want, alll you have to do it pay (and it's not cheap).

Well, I've heard somewhere you can play short excerpts (like 30 seconds or so) of some copyrigted songs legally, though.
Heard anything like that?
Also, what if "I was listening to music while recording my podcasting and some of it got into the show..."? ;)

As far as I know, that has not been tested in a court of law. If you want to be the lucky guy to test it, you go right ahead.
Or, you could support the thousands of podsafe artists who, frankly, blow the "professionals" out of the water in the vast majority of cases.

Whether it's 1 millisecond or 20 seconds it's all copyright I'm afraid. It's a common myth that if you only use a small portion of a song then it's OK but it's not I'm sorry to say.
And as for incidental music that's also copyright, after all it is still the same song just in the background. It's tough really that one but I guess people have abused it before and claimed that "it just happened to be on in the back ground...very loud...and in sync with my production!" ;)

And video podcasters not only have to be careful of that as well, but also the brands they allow to be shown on screen. There are legal tests for those, and there is some latitude (if it's a Burger King sign in the deep background of a scene shot on a busy public street and you can't get it out of the shot, then it's okay; if it's your lead actor drinking an obvious can of Coke, then they can go after you). Still, in this litigious society of ours, you need to watch yourself.

If a song is copyrighted, you need a license agreement to play that song in your podcast no matter what. I doesn't matter if the clip is :20 seconds or the full length of the song.
