This sounds like a strange comment coming from someone who gives away content for free. What's in it for him could be anything from free publicity to that good feeling we all get when we see a spike in or downloads. Unless he expects us to pay him for the music, in which case never mind :D

Well it is just the attempt to make the music public. It´s not meant to take money from you to use them for you podcasts. It´s just meant for the background music. If people like it they will listen to your podcasts more often and maybe even ask for my music.
Many very successful podcasts use this strategy - for example electronic periodic, spacemusic.nl etc.
They don´t even want to make money by using songs they just want to entertain their listeners.
