I've written some free software in PHP that you put on your website. You can then upload new podcast episodes through this software, and it will grab data from the ID3 tags and create/update your RSS feed file.
If this sounds like something you could use, please check it out. I am open to all feedback and feature requests. I originally started it for a friend who wanted an easy way to upload podcast episodes to his site and allow people to subscribe to them.
