Does this site offer unlimited podcast hosting? and unlimited bandwith, how much web space?

No, they are a showcase site for musicians and music groups. A podcaster can register with them as a "media partner" and use their songs "podsafe" in a podcast. And any member of GarageBand can publish a "podcast" of the songs in his/her playlist. (I don't think of this as a podcast in the sense that people here are producing podcasts; it's just a way of sharing your playlist through an RSS feed.)

But they're not a hosting service for podcasts in general.

GarageBand.com also has GCast which is their service for creating podcast. I only use the phone feature for when I am away, but it is still okay for those just getting started.

How's that work? Is it a real podcast-publishing client?

I may have falsely assumed they just give you a way to show of GB artists, but maybe they are also a way to publish other content, yes?

I will say that GarageBand.com is truly my podsafe-music resource of choice. They have an amazingly deep catalog, and the media partner agreement makes clear that their music is available to any podcaster who accepts their TOS. (And the Terms of Service are pretty podcaster-friendly.)

Podsafe Music Network is okay, but the catalog is just not that large (yet).
