All this "cheap" bandwidth is based upon reselling the same connection over and over again. Say your website is mentioned in a local paper, or on a radio show there will be a flood. A flood only for a while and then it diminishes. Unless a perfect storm develops in a webhost's portfolio they cover your expense on the average.
BUT: when podcasting becomes mainstream, a podcast heavy ISP is going to have very quick performance impact. Indy media has been around for a while and are very much the canary in the coalmine and so here is a post from their site:

Why performance is slow and why we desperately need funds.
Addendum to the message below: You may have noticed that downloads and upload speeds have slowed down recently. That is because our hosting service has finally put a cap on our bandwith. Previously we were being allowed to use 7.5mbps of bandwidth (about 7 T1 lines), now we haved been capped at 4Mbps (about 4 T1 lines). We pay $500 monthly to use 4Mbps and host two machines, up until last week we were getting almost another 4Mbps of bandwidth for free. Unfortunately, that extra bandwidth is now no longer available to us and if we want more bandwith, we'll have to pay for it. However, we don't have to money to pay for more bandwidth.
Unless, some generous person or group would be willing to host a copy of our over 300GB audio archive and act as a download mirror for us, we may be stuck at this bandwidth rate for the time being. Dear Users of Radio4all.net,
We don't ask for funds unless we really need them. We really need your donations now! Since we significantly increased our bandwidth recently, we have also increased our monthly fees, and keeping up with the fees is twice the challenge.
Some generous folks have signed up to make a regular monthly donation of five or ten dollars and that really helps. However, these donations so far cover only 20 percent of the monthly bandwidth cost of 500 dollars. Right now, our current balance will only cover this months bill.
Moreover, our bandwidth provider would like us to pay by the quarter, in advance. That means $1500!
If you are a user of the project and have not yet contributed (that would be most people - at least 30 thousand people visit this site monthly) please make a donation now in any amount that you can afford.
