Easiest way to get your mp3 out to the world is to find a service to host it. Libsyn is what I use and they do a great job. Very easy and once you load your mp3 up, just tell people the address for your feed and you are in like flynn.

I'm with Aaron. In addition to the rss, Libsyn provides an easy way to configure your iTunes feed and pings the Audio.Weblogs site when post a podcast. You might want to also look at using FeedBurner for your rss feed.

The RSS feed is a file on your webserver. It basically just points to your mp3 file and ipodder or itunes checks the feed regularly to see if its pointing to a new file.
I built mine by copying someone else's (Engadget I think) and changing all the information to my stuff. Then I cleaned it up using this page from podcast 411 (http://www.podcast411.com/howto_1.html)(about two 'pagedowns' down the page). You can host it wherever you are hosting your mp3.
(this would have probably gotten more help in a more appropriate category)
