This Firday's edition of the Small World will have an accompanying vide that will run about seven minutes. I'm looking for some circus/carnival music to play in the background that is RIAA free. Does anyone have any suggestions?

Just reading the license quickly, it looks like he’d need to purchase the $100 license, not the $11 license.
I’m assuming you’ve already checked GarageBand, The Podsafe Music Network, and the other usual suspects?

I read the license carefully too...what makes you think the $100 license? I'm curious, because I'd like to use them down the road as well. Here are the license terms for the $11 license:

License Option A: Non-Commercial, Non-Profit, Educational, or Private Use.
1. Licensee, or their customers, shall have a worldwide, non-exclusive, non-assignable and non-transferable right to use the Music only in synchronization or timed-relation with other audio and/or audio-visual productions ("Projects") for non-profit broadcast and non-broadcast purposes and shall have mechanical reproduction rights in all mediums only in connection with Projects subject to the following restrictions:
a. The Music may not be transferred, copied, or duplicated by itself, either in whole or in part, other than in timed-relation with the Projects with the exception that Licensee may make one copy for back-up or archive purposes. Further, the Music, apart from the Projects, may not be resold, licensed, leased or in any way distributed to any third party without the express written permission of the copyright owner.
b. Licensee shall not have the right to alter the fundamental character of the Music, to use the title or subtitle of the Music as the title of a Project, or to add lyrics to the Music without the express written permission of the copyright owner.
2. Licensee is hereby granted the perpetual, non-exclusive right and license to publicly perform, for non-profit, non-commercial, private, or educational use only, in accordance with the following restrictions:
a. The project may not be sold or distributed in a commercially available product, in theaters with paying audiences, broadcast on television networks (including national networks, pay-per-view networks, cable, and local networks) or transmitted for profit digitally over the internet or via satellite.
3. This license is subject to the additional terms outlined in Section 3 of this agreement.

The only difference between this and the $100 license is the right to broadcast and commercial use (note that 2a above allows for non-profit internet use).

Looks like I'm going to be using the music of the Carnival Barkers (http://www.myspace.com/carnivalbarkers). Not quite what I was looking for but weird enough to go with the video I'll be posting. I was hoping to post the video this Friday but it looks like it will be up next week.

The second license is required for distribution or broadcast. Podcasts are distributed, and from the wording I’m guessing that’s the license that’s required.
Before using anything in a podcast, I’d write to them for clarification.
Creative commons is looking better and better, isn’t it?

I was looking for some circus music myself a while back and I couldn't find any decent, free stuff anywhere. Someone should get on top of www.freecircusmusic.com for sure.

The second, more expensive license is only required for commercial distribution or television broadcast (the way I read it, anyway). The first license specifically permits non-commercial distribution, including non-profit internet transmission. See section 2a in my previous post. I agree that you should check with them just to make sure if there's any doubt, but it still seems like this is a good resource for cheap, high-quality music with a good license.
