It's not for the podcast "Illinoise", but for an album entitled "Illinois" by a guy named "Sufjan Stevens".

I'm assuming that the cover art is supplied by Pete or someone affiliated with Illinoise the podcast. Pete mentioned on one of his shows that original album art has some type of Superman artwork on it and was pulled from the shelves shortly after its release and DC got word of it. He also interviewed Sufjan about the whole thing, so that's my guess.
