How can I switch the bitrate after recording it in a higher bitrate. What bitrate should I record my cast in?

Just open it in whatever program you use for encoding and save it back out at the new bitrate. Ideally you should record in WAV or AIF format (or something uncompressed) at a 44.1 KHz or higher sampling rate, edit in this format, and archive a copy of the final edit before you encode to MP3. This gives you a full resolution version of each show for later use in case you need it.
